Fluency is not reliability
Large language models create a dangerous illusion for both public administration and private organizations. They look like universal productivity engines: fast drafting, fast summaries, fast answers, fast recommendations. But speed and fluency are not the same as accuracy, accountability, or institutional reliability. A model can produce a polished paragraph and still fabricate facts, misstate regulations, invent sources, or overstate confidence. In an administrative setting, that is not a minor defect. It is a governance risk.
The core mistake is to treat these systems as trustworthy default assistants. They are not. They are probabilistic generators that can sound authoritative even when they are wrong. Recent research and policy work make the point increasingly clear: hallucinations are not an edge case that can be ignored, and the most persuasive output is not necessarily the most accurate. In real organizations, that gap is exactly what makes careless deployment so hazardous.
Administrative error becomes systemic error
When a large model fails inside a bureaucracy or a company, the damage rarely stays at the level of one bad sentence. A flawed AI-generated memo can influence procurement, compliance, legal review, staffing decisions, customer communication, internal reporting, or strategic planning. In the public sector, it can distort the chain that leads to an administrative act affecting citizens’ rights. In the private sector, it can contaminate internal controls, weaken auditability, and produce false confidence in sensitive decisions.
The deeper problem is institutional. Administrative systems rely on traceability, defensible reasoning, and clear responsibility. Large models do not naturally provide those things. They produce plausible language, not accountable judgment. If organizations insert them into workflows without technical controls, the result is not merely automation. It is the industrialization of opaque error.
Recent work on harmful chatbot interactions underlines the broader issue. The risk is not limited to wrong facts. These systems can reinforce user assumptions, mirror emotional states, and escalate misleading or harmful narratives when they lack proper safeguards. In administrative environments, the same structural tendency appears in a different form: the model may confirm weak reasoning, invent support for a draft position, or present uncertain content as settled analysis. That is exactly why unguarded use is irresponsible.
Guardrails are not optional
The right conclusion is not that large models should never be used. It is that they should never be used in administration without a serious control architecture. That architecture starts with technical mechanisms to reduce hallucinations. Models should operate against verified internal knowledge bases, not as free-form generators detached from evidence. Outputs should be linked to sources wherever possible. Systems should preserve logs, versioning, and audit trails. They should be allowed to abstain when confidence is low rather than rewarded for always answering.
Just as important, organizations need experienced human oversight. Not symbolic sign-off at the end of a workflow, but substantive review by people who understand the domain, the rules, and the consequences of error. Human oversight is meaningful only when the reviewer has both the authority and the competence to challenge the model, reject the output, and require verification.
AI in administration must remain subordinate to accountability
This is the principle that should govern both the public and private sectors: large AI models may assist, but they must not displace documented reasoning, verified evidence, and accountable decision-making. Where there are no technical guardrails, no source verification, and no experienced human review, these tools should not be used for consequential administrative work.
For the public sector, this is a rule-of-law issue. For private organizations, it is a compliance and fiduciary issue. For society, it is a democratic issue. Institutions do not need systems that merely sound intelligent. They need systems that can be checked, challenged, and governed.
