Benefits and risks for the public and private sectors

AI agents are not just better chatbots. They are systems that combine language models with tools, memory, retrieval, and the ability to execute multi step actions across software environments. That combination gives them real productive potential for both the Greek public sector and private firms, but it also turns model failure into an operational, legal, and governance problem. The key distinction is that an agent does not merely generate text. It can access data, call APIs, and act through business or administrative workflows. That is why agents matter.

In the private sector, agents can improve productivity in software development, customer support, internal knowledge retrieval, finance operations, and document heavy workflows. Recent enterprise and productivity benchmarks suggest that agents become more useful when they can work across files, tools, and applications rather than answer in a single prompt. This is exactly where contextual infrastructure matters. Andrew Ng’s Context Hub is a good illustration: its GitHub documentation explains that it provides curated, versioned documentation in markdown, openly maintained so teams can inspect what the agent actually reads. Its feedback and annotation model also captures environment specific gotchas, version specific notes, and error fixes, which can reduce hallucinated API usage and shorten debugging cycles for coding agents.

For the public sector, the upside is also real, but the acceptable use cases are narrower. Agents can help summarize consultation material, classify incoming requests, draft citizen facing explanations, translate administrative language into plain language, and support internal knowledge services. The OECD argues that AI can accelerate digital government, but only when governments build the right enablers: governance, data quality, infrastructure, skills, procurement capacity, and partnerships. It also stresses that public sector deployment needs proportionate guardrails rather than generic enthusiasm. In a Greek context, this means agents should support civil servants and professionals, not quietly become de facto decision makers inside administrative systems.

The risks are equally well established. The first is overreliance. Research on human–AI interaction in public sector decision making shows that humans often overtrust algorithmic advice even when warning signs exist. Human oversight therefore helps, but it is not a magic solution. The second risk is security. OWASP identifies prompt injection as a top threat for LLM applications, while the NIST generative AI risk profile emphasizes trustworthiness, traceability, monitoring, and lifecycle governance. In agentic systems that can access email, databases, registries, or internal documents, a malicious instruction embedded in retrieved content can lead not only to wrong text but to wrong actions. The third risk is regulatory and institutional. The EU AI Act imposes human oversight and risk based obligations for high risk AI systems because automation in rights affecting contexts cannot remain opaque or unaccountable.

Τhe strategic conclusion is straightforward. Use agents where they augment capability, reduce repetitive work, and leave a clear audit trail. Do not allow them to produce binding outcomes without accountable human review. Prefer deployments that can be monitored, governed, and where possible hosted under local or European control. In the private sector, that means productivity with strong security controls. In the public sector, it means assistance without surrendering institutional judgment. The real value of agents is not autonomous authority. It is disciplined augmentation under rules that preserve accountability, legality, and trust.
